Buying a Tesla in Pennsylvania: tax by county and the new EV road charge

Facts last checked . Prices and incentives change often; confirm with Tesla and the program before you order.

Pennsylvania used to pay EV buyers through its Alternative Fuel Vehicle Rebate, $3,000 for a battery EV at its last terms. The Department of Environmental Protection now lists the program as closed, with no reopening date. At the same time the state added a Road User Charge for EVs: $250 a year in 2026, up from $200 in 2025, and tied to inflation from 2027.

Where you live changes the tax: Philadelphia buyers pay 8% and Allegheny County buyers 7%, against 6% elsewhere. Tesla is allowed up to five stores in Pennsylvania under a 2014 compromise, with locations around Philadelphia, Harrisburg and Pittsburgh.
