What a Tesla costs in Virginia, from the 4.15% tax to the highway use fee

Facts last checked . Prices and incentives change often; confirm with Tesla and the program before you order.

Virginia’s up-front tax is low, 4.15% on the vehicle price, but there is no credit for a trade-in, and the annual personal property tax that cities and counties charge on car values adds up on a new Tesla. Budget for both.

Two perks Virginia EV owners counted on are gone. The state EV rebate written into law in 2021 ($2,500, more for lower-income buyers) was never funded and sunsets in January 2027, and Clean Special Fuel plates stopped giving solo access to HOV lanes on September 30, 2025. EVs pay a $135.63 highway use fee each year, or can join the per-mile Mileage Choice program instead.

Virginia charges a 4.15% motor vehicle sales and use tax on the gross price (minimum $75). Trade-ins do not reduce it. Localities also bill an annual personal property tax on the car’s value, which can be large in Northern Virginia. Base prices are Tesla’s US prices as reported on 2026-10-26 (tesla.com could not be checked directly). Tax is applied to price plus fees, which is a simplification: title, registration and local fees are extra. Every trim and state is in Tesla price by state.
